Definitely 100% scammer's trying to take advantage of businesses who are still naive to Facebook and how it's ad system works. I don't see how legally they can do anything to you as they are breaking the terms of Facebook. I have reported their fan page and sent details onto my Facebook account manager to investigate further. Lovely stuff! Had a call from a guy called Leon.
